{"id":21310,"date":"2025-02-27T12:50:38","date_gmt":"2025-02-27T12:50:38","guid":{"rendered":"https:\/\/www.moorethompson.co.uk\/partners-blog\/?p=21310"},"modified":"2025-02-27T12:51:23","modified_gmt":"2025-02-27T12:51:23","slug":"complexities-of-the-tax-system-are-costing-businesses-billions","status":"publish","type":"post","link":"https:\/\/www.moorethompson.co.uk\/partners-blog\/complexities-of-the-tax-system-are-costing-businesses-billions\/","title":{"rendered":"Complexities of the tax system are costing businesses billions"},"content":{"rendered":"<p><a href=\"https:\/\/www.moorethompson.co.uk\/partners-blog\/wp-content\/uploads\/2025\/02\/Hannah-Butcher-V1-1.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone  wp-image-9308\" src=\"https:\/\/www.moorethompson.co.uk\/partners-blog\/wp-content\/uploads\/2025\/02\/Hannah-Butcher-V1-1.jpg\" alt=\"\" width=\"644\" height=\"322\" \/><\/a><\/p>\n<p>The National Audit Office (NAO) has released <a href=\"https:\/\/www.nao.org.uk\/wp-content\/uploads\/2025\/02\/the-administrative-cost-of-the-tax-system.pdf\">a new report on \u2018The administrative cost of the tax system\u2019<\/a>.<\/p>\n<p><!--more--><\/p>\n<p>With increasing tax burdens and the cost-of-living crisis bringing further cost pressures, the NAO\u2019s report aims to increase the transparency of the costs of tax administration.<\/p>\n<p>The report was also conducted to find out whether HM Revenue &amp; Customs (HMRC) understands where its administrative costs are high and\/or increasing, and how it is acting to reduce costs for taxpayers, as well as increase productivity and efficiency.<\/p>\n<p>NAO used cost data provided by HMRC as the basis for its analysis. The report outlines the administrative cost of the tax system, the main cost pressures, and how the cost efficiency of the administration could be improved.<\/p>\n<h3><strong>The effect on taxpayers<\/strong><\/h3>\n<p>NAO\u2019s report has revealed which parties are most affected by the administrative cost of the tax system \u2013 and it is safe to say that businesses are paying a heavy price.<\/p>\n<p>HMRC estimates that the annual cost to businesses of complying with the tax system is \u00a315.4 billion.<\/p>\n<p>However, even this estimate is an understatement, because HMRC\u2019s calculations have not taken all taxpayer obligations into account.<\/p>\n<p>For example, the time taken by businesses to comply with tax obligations has not been researched since 2015.<\/p>\n<p>Additionally, HMRC has not taken account of all costs or recent developments in HMRC\u00a0services.<\/p>\n<p>Frank Haskew, the head of taxation strategy at the Institute of Chartered Accountants in England and Wales\u00a0(ICAEW), said: \u201cThis report highlights how the UK\u2019s increasingly complicated tax system is saddling businesses and HMRC with extra burdens and costs, which are growing in real terms.<\/p>\n<p>\u201cThe report also substantiates our concern that the cost to businesses of complying with their tax obligations is likely to be understated.<\/p>\n<p>\u201cIf the Government is to make decisions around tax policy that properly takes into account the costs and burdens placed on businesses and HMRC, improved numerical analysis and statistics will be required across the board.<\/p>\n<p>\u201cA key first step would be a thorough review and update of HMRC\u2019s standard model of the costs incurred by businesses when changes are made, which is now at least 10 years out of date.\u201d<\/p>\n<h3><strong>HMRC and taxpayers<\/strong><\/h3>\n<p>HMRC is not without its struggles, too \u2013 \u00a34.3 billion was the cost of collecting \u00a3829\u00a0billion of tax in\u00a02023-24.<\/p>\n<p>However, while HMRC has enjoyed increased revenue from the introduction of Making Tax Digital (MTD) and Pay as You Earn (PAYE) Income Tax Real Time Information (RTI), taxpayers face continuing difficulties.<\/p>\n<p>Ultimately, the NAO report concluded: \u201cThere is evidence that the tax system is imposing increased administrative burdens on taxpayers and their intermediaries, despite the availability of digital channels.<\/p>\n<p>\u201cThe system has become more complex over time, rather than more straightforward and easier to deal with.<\/p>\n<p>\u201cThere are too few examples where system changes have considered the cost to taxpayers, or prioritised sufficiently those that will reduce cost.\u201d<\/p>\n<p>No wonder, then, that small- to medium-sized businesses are struggling with their tax matters \u2013 and losing trust in HMRC.<\/p>\n<h3><strong>What changes need to be made?<\/strong><\/h3>\n<p>NAO has composed 10 recommendations to help the HMRC reduce the administrative costs and complexities of the current tax system.
