The new Chancellor has barely had enough time to orient himself to the layout of Number 11 Downing Street and there are already calls for him to bring an end to Budget uncertainty.

Looking back on the summer of 2025, anxiety around economic uncertainty is understandable.

To avoid economic stagnation, businesses may want to find a better solution to the summer of uncertainty.

Does an unknowable Budget make businesses struggle?

The only thing that seems to be worse than an unknown Autumn Budget is an Autumn Budget that people think they know.

The build-up to the 2025 Autumn Budget saw information drip-fed to the press and public for months, causing endless speculation on what would end up being the official Government strategy for the economy.

Many onlookers felt that the Chancellor was testing ideas in the court of public opinion, but this approach resulted in severe uncertainty and economic stagnation.

Businesses were unable to make meaningful moves as they did not know if they were about to be battered with rising taxes or blessed with more reliefs.

The resulting Budget saw many small businesses largely forgotten, something that was repeated in the Spring Statement that itself was marred by being immediately outdated due to the conflict in Iran.

Some businesses may now be attempting to divine the new Chancellor’s fiscal approach and begin adjusting their plans.

However, while John Healey, the new Chancellor, is a well-known political figure, it is not clear what his plans for the economy may look like.

Instead of spending the next few months speculating, businesses should be working to strengthen their own positions to brace for whatever lies ahead.

How do businesses become more confident in the face of uncertainty?

It may feel daunting for business owners to try to be more confident in decision-making at this current point in time.

The Institute of Chartered Accountants in England and Wales (ICAEW) monitors the extent to which business owners have faith in the current economic climate through its Business Confidence Monitor (BCM).

The latest BCM is a sorrowful read as the national average for business confidence is now -14.6.

While the build-up to the Budget is unlikely to make confidence skyrocket, it does highlight that businesses need to find ways to regain control over their own financial wellbeing.
